A National Merit Finalist is a Semifinalist who has met every requirement of the National Merit Scholarship Corporation (NMSC): a complete application, an essay, a school endorsement and recommendation, a very strong academic record, and an SAT or ACT score that confirms the PSAT/NMSQT. About 15,000 students reach Finalist standing each year, and about half of them win a National Merit Scholarship.
To become a National Merit Finalist, you first have to be named a Semifinalist from your junior-year PSAT/NMSQT, and then you have to finish every step NMSC asks of Semifinalists by its deadlines. NMSC says about 95 percent of Semifinalists, over 15,000 students, qualify as Finalists in each competition. For the 2027 program, Finalist letters are mailed to home addresses on February 8, 2027. This page explains the requirements, the numbers at each level, and what Finalists compete for. If you are still waiting on the earlier stages, start with what it means to be a National Merit Semifinalist or a Commended Student.
Where Finalist Sits on the National Merit Ladder
The National Merit Scholarship Program is a funnel that starts with the PSAT/NMSQT in the fall of junior year and ends with scholarship offers in the spring of senior year. NMSC says each competition spans about a year and a half. The counts below come from NMSC's Guide to the National Merit Scholarship Program (September 2026 edition), all of them the approximate numbers NMSC gives for each step.

Two things stand out. First, the Semifinalist line is the hard cut: it is set state by state, which is why the score you need depends on where you go to school. Our guide to NMSQT qualifying scores explains how those state lines work, and NMSC's Guide has the official table. Second, the step from Semifinalist to Finalist is not another state-by-state cut. It is a list of requirements, one of which is an SAT or ACT score that confirms your PSAT/NMSQT result. Most Semifinalists who do everything on time make it.
National Merit Finalist Requirements
NMSC lists seven requirements for Finalist standing in its Guide. To qualify as a Finalist, a Semifinalist must:
- Keep meeting the program entry requirements published for the competition.
- Be in the last year of high school and plan to enroll full-time in college the following fall, or be in the first year of college if grades 9 through 12 took three years or less.
- Be fully endorsed for Finalist standing and recommended for a National Merit Scholarship by the high school principal or a school official the principal designates.
- Have a record of consistently very high academic performance in all of grades 9 through 12 and in any college courses taken.
- Complete the NMSC Online Scholarship Application (OSA) with all information requested.
- Take an authorized SAT or ACT, earn scores that confirm the PSAT/NMSQT performance, and have an official score report sent to NMSC.
- Provide any other documentation NMSC asks for.
NMSC's Requirements and Instructions for Semifinalists adds a warning that applies to all of them: miss a requirement or a deadline and you are withdrawn from the competition. Semifinalists who do not qualify are told directly by NMSC at their home addresses.
How to Become a National Merit Finalist, Step by Step
Once you are a Semifinalist, the work splits between you and your school. Everything runs through the OSA.
1. Your part of the application
You write a personal essay, authored solely by you, in response to a prompt in the OSA. You list your activities and volunteer service, leadership positions, honors or awards, and employment. You also give biographical information: home address, parental employment, college choice, college major and career plans. NMSC uses that information to find Finalists who fit corporate-sponsored and college-sponsored awards, so it asks you to report any change after you submit.
2. Your school's part
A school official completes the academic record (courses and grades for grades 9 through 11, plus the courses planned for grade 12), information about the school's curriculum and grading, and a written recommendation. The principal also endorses you. The school is asked to tell NMSC at once if your academic performance falls noticeably during the competition, or if it can no longer recommend you. For the 2027 program, schools had to submit completed applications to NMSC by October 7, 2026.
3. The confirming SAT or ACT score
This is the step most likely to trip up a Semifinalist this fall. NMSC turns your SAT or ACT result into a Selection Index so it can be compared with your PSAT/NMSQT. For the SAT it uses your Reading and Writing and Math section scores; for the ACT it uses concordance tables to put your scores on the SAT scale. The rules for the 2027 program:
- Only SAT or ACT administrations from August 2024 through December 2026 count.
- NMSC uses the highest set of scores from a single administration. It does not combine sections from different dates.
- The last authorized dates are the SAT on December 5, 2026 and the ACT on December 12, 2026.
- NMSC must receive your scores by December 31, 2026 for full award consideration. Only Semifinalists whose scores arrive by then are considered for the National Merit $2500 Scholarship.
- If NMSC has no SAT or ACT report by January 31, 2027, you are withdrawn.
- Scores must come officially from College Board (NMSC code 0085) or ACT (code 7984). A screenshot or printout does not count.
As of October 31, the dates still open are the December 5 SAT (registration deadline November 20, per College Board) and the December 12 ACT (registration deadline November 6, per ACT). NMSC urged Semifinalists to test by November for the SAT and October for the ACT rather than wait for December. NMSC's public Guide and instructions do not print a confirming score; Semifinalists get a conversion worksheet inside the OSA to calculate their SAT or ACT Selection Index, so we will not guess at the number. NMSC also says the scores are used only to decide Finalist standing, not to choose scholarship winners.
When National Merit Finalists Are Notified
For the 2027 program, NMSC's schedule runs like this:
| Date |
What happens |
| January 24, 2027 |
Selection committees begin choosing Merit Scholarship winners |
| February 4, 2027 |
NMSC tells high school principals the status of their Semifinalists |
| February 8, 2027 |
Finalist letters mailed to home addresses and posted to the OSA dashboard |
| Early March 2027 |
Certificates of Merit for Finalists mailed to principals |
NMSC does not release Finalist names to the media, but schools may announce their own Finalists. If you have not heard by mid-February, ask your counselor, who can see the school's OSA dashboard.
What National Merit Finalists Compete For
Every Merit Scholarship winner is chosen from the Finalist pool, and NMSC says that in recent years only about half of the 15,000 Finalists became Merit Scholar awardees. You can be considered for more than one scholarship, but no student receives more than one monetary award from NMSC. There are three kinds:
| Award |
Number |
Amount |
Notifications begin |
| National Merit $2500 Scholarship |
2,500 |
Single payment of $2,500 |
March 25, 2027 |
| Corporate-sponsored Merit Scholarship |
About 700 for Finalists |
One-time $2,500 to $10,000, or renewable $1,000 to $10,000 a year |
March 10, 2027 |
| College-sponsored Merit Scholarship |
About 3,500 from about 140 colleges |
$500 to $2,000 a year, renewable up to four years |
May 3, 2027 |
National Merit $2500 Scholarships are the only awards every Finalist is considered for. They are awarded state by state, and a committee of college admission officers and high school counselors picks the winners. Corporate-sponsored awards go to Finalists who meet a sponsor's criteria, often children of employees, residents of an area where the company operates, or students headed for a field the sponsor supports. College-sponsored awards can be used only at the sponsoring college: you must tell NMSC it is your first choice, apply there, and not already hold another Merit Scholarship offer, and the award is canceled if you enroll elsewhere. A Finalist who reports a sponsor college as first choice before March 1, 2027 is in the first group referred to that college.
For the $2500 and corporate awards, NMSC says committees weigh the academic record against the school's course offerings and grading, plus the essay and the school's recommendation. The Guide calls the official's recommendation and the student's essay "often very influential." Finalists not chosen for any award are notified in mid-May.
Finalist vs Scholar: What to Call Yourself
The words get mixed up on applications and resumes, so here is the clean version. A Finalist has met every requirement and received a Certificate of Merit. A National Merit Scholar (NMSC uses "Merit Scholar awardee") is a Finalist who has also accepted a Merit Scholarship. NMSC announces scholar names to the media in four releases: corporate-sponsored winners on April 21, $2500 winners on May 12, and college-sponsored winners on June 2 and July 12, 2027.
Both are honors worth listing. If you are a Finalist by February, you can write "National Merit Finalist" on any application that asks about honors, and update it if an award follows. For how the whole program connects to your PSAT score, see our overview of the PSAT National Merit Scholarship.
Frequently Asked Questions About National Merit Finalists
How many National Merit Finalists are there each year?
About 15,000. NMSC says about 95 percent of the more than 16,000 Semifinalists qualify as Finalists in each competition.
Do all National Merit Finalists get a scholarship?
No. In recent years only about half of the 15,000 Finalists have become Merit Scholar awardees. NMSC expects about 6,700 National Merit Scholarships in each competition.
When do 2027 National Merit Finalists find out?
Principals are told on February 4, 2027, and NMSC mails Finalist letters to home addresses on February 8, 2027, with a copy on the student's OSA dashboard.
What SAT score do you need to become a National Merit Finalist?
NMSC does not publish one public number. It converts your best single-sitting SAT or ACT into a Selection Index and checks it against your PSAT/NMSQT performance. Semifinalists can run the same conversion with a worksheet inside the OSA. The test must be from August 2024 through December 2026.
Can a Commended Student become a National Merit Finalist?
No. Commended Students do not continue in the competition for National Merit Scholarships. Some may be candidates for Special Scholarships that corporate sponsors offer to high performers who are not Finalists.
